RICHMOND, Va. (AP) - Legislation repealing the abusive driver fees won preliminary approval in the House of Delegates on Monday.
Delegates amended the bill to make it effective the instant Gov. Tim Kaine signs it. The Senate took the same action on its version of the measure last week. Both chambers could pass the bills Tuesday.
In the House, Democratic leader Brian Moran of Alexandria questioned whether drivers who owe fees previously assessed by courts will still have to pay them. Majority Leader Morgan Griffith of Salem said the repeal of the law will wipe out those debts.
Some Democrats wanted to postpone preliminary approval for a day to see if other lawyers agree with Griffith's interpretation, but they were voted down by the Republican majority.
