According to Carroll County County Administrator Gary Larrowe, Winesett was the animal control officer for the county from April 24, 1979 - March 9, 1989.
Terry Woods was hired in the position on April 12, 1989.

WSLS 10 on your side has learned that David Winesett is a former animal control officer.
According to Carroll County County Administrator Gary Larrowe, Winesett worked for the county sometime between the late 70's and early 80's.

Sergeant Michael Conroy with State Police says 63 dogs were removed Thursday, November 13th from a home on Coulson Church Road in Hillsville.
The owner of the property is David Winesett. Sgt. Conroy says Winesett breeds dogs at his home and sells them.
Conroy says a search warrant was executed after the agency received information that animal neglect was present on Winesett's property. The search was done by the Virginia State Police Bureau of Criminal Investigations.
Based on the condition of the dogs at Winesett's property, State Police contacted state veterinarian Dana Miller. As a result of Miller's assessment, 63 dogs were removed from the residence.
State Police also enlisted the help of animal rescue group, Angels of Assisi, to transport the animals.
Conroy says since this is an ongoing investigation, he can't go into detail about the condition the dogs were found in. He will only say that "the conditions were such that they were removed from the premises."
Conroy tells us State Police will take its finding to Carroll County Commonwealth's Attorney Gregory Goad, and Goad will determine if there was a violation of the law.
Winesett has not been charged as of Friday.
Conroy says a civil hearing will be held in the next few days to determine what happens to the dogs, and the state is making sure the dogs receive appropriate veterinarian care.
