Judge dismisses Lynchburg police detective's lawsuit

LYNCHBURG - A federal judge this morning dismissed a lawsuit by a Lynchburg police detective who claimed he was harassed and intimidated after publicly criticizing the city manager during a City Council meeting earlier this year.

Detective John Romano sought $500,000 from City Manager Kimball Payne, Police Chief Parks Snead and the City of Lynchburg.

Romano secretly recorded an April 3 meeting of himself, Payne and Snead in which Payne confronted him about remarks he made at a March 10 City Council meeting criticizing Payne’s handling of the city budget.

U.S. District Judge James Jones called some of Payne’s remarks “unfortunate” but said Romano failed to show he had suffered any harm as a result of his criticism.
