Legislation to close baby death loophole could become law this month

CAMPBELL CO. - Legislation to close a loophole that investigators say is allowing a Campbell County mother to get away with the murder of her newborn could be signed into law by the end of the month.

The mother was not charged because the baby was still attached by the umbilical cord and placenta. Current law does not consider the baby a separate life.

A bill in the state senate and another in the house both passed unanimously. A committee will work out wording differences in the two bills.

The final legislation will likely include an emergency clause so the governor can sign it immediately, as he's promised to do.
