As the county’s new treasurer prepares to make the first of required reports to the Board of Supervisors later this month, he and employees are filing information that wasn’t submitted on time.
He spent the first month with his two employees, figuring out what had been done, what had not been done and how to fix the problem.
“We’ve been organizing; overseeing the (routine) turnover audit, watching the reconciliations,” said the treasurer, Garry Friend, meaning that he’s ensuring that all of the county’s books from last year can finally be closed. “I’ve been looking at every procedure.”
The so-called turnover audit might be complete by the end of the month, later than expected. Two of the office checking accounts have been reconciled, and the main account has not yet been reconciled, Friend said.
Friend also has advertised to fill a third position, which his predecessor, Evelyn Martin, had not filled.
“There’s no doubt in my mind that this last month, we needed that position,” he said.
Friend defeated Martin in November in his second attempt to win the post, carrying all but one precinct after supervisors became increasingly critical of her performance.
The supervisors unanimously voted Nov. 1 to petition the Circuit Court to order Martin to reconcile the county’s books on time, after it came to light the office was further behind for this year than board members had been told.
The supervisors also approved a measure to require that the books by the 15th of each month.
Friend said the next step is to thoroughly learn office procedures, and he and employees will decide to keep them or try something different.
