In the first General Assembly session of 2012, the Virginia Senate casted its first vote on how the Senate makes up its committees in the first 20-20 split.
Lt. Gov. Bill Bolling broke the tie siding with Republicans.
The Democrats then waged a debate lead by Roanoke Senator John Edwards on Bolling's Role.
"The Lieutenant Governor is not a member of this body," Sen. Edwards said, "He is not a Senator. He is not elected on a quadrennial basis like the senate is."
it's an issue among our party leaders that splits right down the aisle.
While some democrats side with Sen. Edwards, other say committee power should be split equally.
"The people of Virginia elected 20 Republicans and 20 Democrats," Creigh Deeds said. "There's not a majority in that respect. The power aught to be shared between the two parties."
It's not known whether Bolling's vote will bring back a lawsuit that challenged his power to break ties on how the senate organizes itself.
