Neighbors in the Barren Springs area hope police catch up with Doug Jaccard soon and hope he’s put behind bars for a long time.
Neighbors described having run-ins with him where he waved guns, threatened to kill them, and cursed them.
Wythe County deputies paid Jaccard a visit on Sunday and Monday but on both days didn’t have enough evidence to arrest him for any crimes.

Wythe County sheriff Doug King shared with me the incredible story of Jaccard’s evading capture.
King and other deputies went to one of Jaccard’s neighbors home after a 911 caller said he was in the neighbor’s home shooting.
No one could find Jaccard when deputies arrived, King said.
Figuring he might’ve retreated to his home, King said he and deputies put together a plan.
They decided to try and surround Jaccard’s home but walked into a trap.
King said Jaccard fired two shots at police.  He took up a position in the woods near the river not far from his home.
One of the shots hit Pulaski County deputy J.A. Radcliffe in the back.
Radcliffe was the first officer on the scene, King said.
Another member of Wythe County’s tactical unit stationed away from other officers aimed his rifle at Jaccard after spotting him near an embankment near the New River.
King said he gave the deputy the order to shoot to kill.
The deputy shot at Jaccard twice but investigators believe he missed.
They could not find any blood or other evidence Jaccard had been hit.
Jaccard rolled down the embankment, which was a steep decline approximately 100 yards long, and was never seen again.
One deputy remarked he couldn’t believe Jaccard didn’t injure himself rolling down the bank.
King said a tracker from the conservation police followed Jaccard’s path into Pulaski County where they lost his trail.
King said it was the third time in his career he had been shot at.

Wythe Co. Sheriff Douglas King tells 10 On Your Side that officers are being pulled out of the woods for the night.  He says the darkness and not knowing if the suspect is armed make conditions too dangerous.

Sheriff King says every law enforcement officer available will be out patroling tonight, and extra officers are being called in.

As for the people who live on Dyer Rd., King says they will not be allowed to return to their homes until after investigators are finished with the crime scene.  However, the Sheriff recommends that people living in that area not return until Douglas Jaccard is caught.

The Sheriff says he has spoken with Wythe County Schools Superintendent Dr. Albert S. Armentrout about their plans for tomorrow, but says it’ll be up to the superintendent to determine whether to open or close school.

King says officers will be back in the woods searching as soon as daylight breaks.

A news release from Pulaski Community Hospital says the deputy who was shot in the bulletproof vest, is still at the hospital.  Deputy J.A. Radcliffe is listed in stable condition.

The woman who was taken to the hospital has been released.

The AP quotes Wythe County Chief Deputy Keith Dunagan as saying that the murder victim Joeseph Bane, and the shooting suspect Douglas JAccard lived across the road from each other.

The AP also quotes Deputy Dunagan as saying Jaccard and Bane had called the sheriff’s department Monday to lodge complaints against each other, but no charges were filed.  Dunagan says he did not know the reason behind the complaints.

A helicopter that was helping in the search had to be landed due to low visibility.

Wythe County Sheriff Doug King says search teams tracked Jaccard to a fork in the New River in Pulaski County, but the tracking dogs lost Jaccard’s scent there.

Investigators believe Jaccard is in Pulaski County.

Wythe County deputies release the name of the person killed in the shootings.

Investigators say 45-year-old Joseph Foster Bane was shot and killed in a home in Barren Springs.  Officers tell us Bane lived on Dyer Road.

The Wythe County Sheriff’s Office now believes that Jaccard planned the shootings, and deliberately tricked deputies into thinking he was inside of the home.

Investigators say Jaccard moved behind Wythe County Sheriff Doug King, three Wythe Co. deputies, and Pulaski Co. deputy J.A. Radcliffe, before he opened fire.

After Jaccard hit deputy Radcliffe (in his bulletproof vest), a Wythe County deputy shot back twice at Jaccard.

Jaccard then went down a hill, and has not been seen since.

The Wythe County Sheriff’s Office says officers talked with Jaccard this past Sunday, after receiving complaints from neighbors.  Investigators would not say if the complaints came from the same neighbors who were shot.  Officers told the neighbors who complained, to see the magistrate about taking out a warrant.

Wythe County Chief Deputy Keith Dunagan says search teams found an item that officers believe belongs to Jaccard around 12:30 p.m.  Investigators would not say what that item is.

The teams are using search dogs, and a “man tracker” from the Department of Game and Inland Fisheries (DGIF).

The teams believe Jaccard jumped down a hill, about 100 yards from the New River, and is now north of Barren Springs, headed toward Pulaski.

Deputy Dunagan says it is possible that the court case Jaccard was scheduled to make a plea in Wednesday could have had something to do with the shootings, but Deputy Dunagan added that he is not certain.

Deputies say they’ve received dozens of calls from people asking officers to check out their barns.  The calls are similar, usually with the owner saying they thouggt their barn doors were locked, but now they’re open.

Deputy Dunagan believes this is the biggest police search in Wythe County in a “long time.“

Captain Saunders with the Pulaski County Sheriff’s Office says the deputy who was shot in his bullet proof vest, Deputy J.A. Radcliffe, has been with the sheriff’s office for 14 years.

State Police Sgt. Michael Conroy says he was mistaken about Jaccard being a convicted sex offender.  Sgt. Conroy says he confused the plea scheduled for Wednesday, with Jaccard’s past crimes.

Jaccard is not a convicted sex offender.

Pulaski County Sheriff Jim Davis tells us that Deputy J.A. Radcliffe was shot.

Sheriff Davis says Deputy Radcliffe’s back was turned, and the bullet clipped his bulletproof vest.  The impact left a small abrasion on Deputy Radcliffe’s back.

Sheriff Davis says Deputy Radcliffe was taken to Pulaski Community Hospital for observation, and is going to “be just fine.“

Pulaski Community Hospital Spokeswoman Nancy May says the woman who jumped from the second story of the burning house, was taken to Pulaski Community Hospital.

The online Virginia Court Case Information service shows Jaccard was set to enter a plea to four charges in Wythe County Circuit Court on Wednesday, December 17th.

Those charges include:

  • Indecent liberties with a minor
  • Indecent liberties with a minor younger than 15 years old
  • Possession of explosive material
  • Abduction


In 1997, the online service shows Jaccard was arrested on a charge of brandishing a firearm.  Jaccard was tried and found guilty in 1998.  The judge in that case also suspended Jaccard’s sentence of 12 months in prison, but added three years of supervised probation.

The online service also shows that back in 2000, Jaccard was arrested and convicted on a misdemeanor assault charge.  The judge in the case suspended a 30 day jail sentence.

Then in 2001, a judge convicted Jaccard of misdemeanor assault and curse/abuse.  Jaccard again received a suspended jail sentence of 30 days.

Most recently, in 2005 Jaccard was convicted of felony assault.  In this case he finally went to prison, receiving a sentence of three years along with six months of supervised probation.

Wythe County Chief Deputy Keith Dunagan tells us officers believe Jaccard is running through the woods, toward a bridge over the New River just north of Barren Springs.  Dunagan adds that Jaccard shot at two Wythe County deputies as he ran away, but missed.

Officers have evacuated homes along Dyer Road.  Offcers are telling people to lock their homes and cars, then secure their keys.

Chief Deputy Dunagan now tells us that a man was shot and killed.  He is believed to have been a neighbor of Jaccard.

Dunagan also says another man (also a neighbor), was taken to the hospital.

Investigators also believe Jaccard set the house on fire.

Dunagan adds that a woman and teenage boy were inside the home as it burned.  Dunagan says the woman broke a window to get out, but he does not know how the teenager got out.

Nancy May with HCA tells us that a deputy and another shooting victim were taken to Pulaski Community Hospital (Owned by HCA).

May says the deputy is in stable condition, and the other shooting victim has since been taken to Carilion Roanoke Memorial Hospital.

May would not say who the second shooting victim is, or their condition.

Multiple schools are on lockdown.

Wythe County Schools Superintendent Dr. Albert S. Armentrout says five of his schools are on lockdown:

  • Fort Chiswell High School
  • Fort Chiswell Middle School
  • Jackson Memorial Elementary School
  • Max Meadows Elementary School
  • Sheffey Elementary School


In Carroll County, Hillsville Elementary School is on a modified lockdown.

Wythe County Chief Deputy Keith Dunagan and State Police Sergeant Michael Conroy now tell us that:

1.  One person was shot and killed
2.  A neighbor of Jaccard was shot in the arm
3.  A Pulaski County deputy was shot in his bulletproof vest, but not hurt.  The deputy was not taken to the hospital.

Investigators also say Douglas Jaccard ran off after the shooting.

Officers believe the shooting happened near where Jaccard lived.

Sgt. Conroy does not believe that the house that burned to the ground was Jaccard’s.

Multiple SWAT teams are on their way to the staging area at Riverview Church of God.

Officers from Wythe County, Pulaski County, Smyth County, Grayson County, Pulaski Town Police Dept., Radford City Police Dept., and State Police are helping with the search.

Wythe County deputies, and State Police are searching for a man, who they believe shot multiple people Tuesday morning.

Investigators believe Douglas Albert Jaccard shot multiple people at a home off of Route 618, near the Wythe County and Pulaski County line.

State Police Sergeant Michael T. Conroy says a police officer was shot at, but was not hit.

Officers consider Jaccard armed and dangerous.

A fire sparked at the home that officers believe the shooting happened at.  Smoke can be seen from down the road at the Police staging area, at a church.

More information as we get it.  We’ll have a live update on WSLS at noon.

I’ve heard this story unfold for some month now because I work with the fine lady who lost her husband. It is total miscarriage of justice that our legal system has failed these fine people so dismally. God help them. I hope, when they find this animal, that he fights back. The certain result would save the Commonwealth a considerable amount of money.

I think that Wythe County schools did a good job, by locking down the schools in the area, but why didn’t Pulaski County do the same when the sicko was CLOSER!! to the schools in Pulaski than in Wythe County. Dr. Stowers has dropped the ball this time when there is a murderer, who likes little boys on the loose close to several schools. Why should we, the ones who have kids, and loved ones in the school system not have the same protection as others.

This guy has been a menace to society for many years now.In the early 90’s I lived across from him. He terrorized me and my family the whole time we lived there, we were in court over him and eventually moved.He has been in and out of the court system for years, and he seems to beat the system every time.My heart goes out to the family and their loss.I’m just sorry he kept falling through the cracks,this family would not be suffering now.

I think the police and the news stations could have done a better job reporting to the people that live close to the scene what was going on and rather or not we are in danger.  I live 2 miles from dyer rd on rte 100, at 7:15 this am the police started zipping by my home, by 7:35 I counted 30 police cars go by.  A car headed in the same direction as the officers was ran off the road and went in the ditch in front of my home and the police kept going.  By 9:30 I still had not seen anything on the news, my parents have a scanner and luckily they were able to inform me to lock my doors, otherwise I would not have known what was going on.

This could have all been avoided if they would have kept this man in custody. He should never have been free to do as he pleased. It is sad that our system allows evil men like this free to hurt more people. He threatened this family for months and the authorities did nothing. It makes me livid.
