Court papers: State doctor found Jeffrey Young insane

  Court papers uncovered by 10 On Your Side shed new light on the hit and run murder investigation of former Roanoke County attorney Tom Farrell.

  Jeffrey Martin Young, of Floyd, is charged with running down Farrell on the morning of January 28, 2008 with his Jeep.

  In court documents filed by Young’s attorney, Neil Horn, a state psychiatrist is stated to have examined Young on March 30, 2008.

  The psychiatrist claimed Young “was not sane” at the time he’s accused of hitting a Floyd County woman with his car, then beating her with a stick.

  The alleged crime happened two days after the Farrell murder.

  The documents ask a judge to give Horn more time to prepare Young’s defense.

  It also outlines a possible mental breakdown in Georgia in 2004 where Young may have been taken into police custody.

  Also found in the file are several pages of state laboratory analysis results on dozens of items of possible evidence in the case.

  The reports outline how forensic technicians could not find any of Farrell’s DNA on several parts of Young’s Jeep investigators sent in for testing, including its entire hood.

  A report also states technicians could not find any paint chips on Farrell’s clothing matching the Jeep’s color.

  It did however provide some detail of possible video or photographic evidence prosecutors may have showing the Jeep had no damage before Farrell’s death, then some degree of body damage after.

  Young is scheduled to be in Roanoke County circuit court at 2 PM this Thursday.

  His trial is tentatively scheduled to begin on April 15th.

  Much of the possible evidence in the trial is still sealed from public view.
