Roanoke Police have released the following news release:
The Roanoke Police Department is investigating an officer involved shooting that occurred on December 15, 2009. 
The department was investigating a home invasion robbery that occurred earlier that day on Tazewell Avenue. 
They responded to the residence on Tazewell Avenue at 2:32 a.m. 
The victim stated that three black males entered his residence.
He was assaulted by the suspects, bound with duct tape, and placed on the floor. 
The suspects fled the scene with the victim’s cell phone. 
No arrests were made immediately after the robbery was reported. 
In the course of conducting an investigation into the robbery, detectives contacted the victim’s stolen cell phone asking to speak to the victim.
The conversation then turned to a possible drug transaction. 
The victim was not aware of the conversation and had the phone deactivated while the deal was in progress. 
The detectives were later contacted by an individual calling from another cell phone to re-establish the transaction discussed earlier in the day. 
A meeting was arranged by the suspect to take place in the 600 block of Westwood Boulevard. 
Officers placed an empty undercover vehicle at this location under surveillance, after giving the suspect a description of the undercover car. 
At approximately 7:30 p.m., the detectives observed three suspects approach the vehicle, and two of the suspects attempted to gain entry into the vehicle. 
Marked police units then approached the suspects and the vehicle. 
Two of the suspects were immediately apprehended, and the third fled on foot. 
Police pursued the fleeing suspect in marked police units, one with emergency lights activated, across the 600 block of Westwood Boulevard onto the property of Greenvale School.  The first police vehicle, being operated by Officer J.W. Hicks pulled onto the scene and observed the suspect fleeing to the corner of the facility, where a large chain link fence connected to the side of the building. 
The suspect then emerged from the shadow of the building.
As the first officer exited his patrol vehicle, he reported observing a muzzle flash and hearing the sound of a gunshot. 
The second officer, Officer G.L. Lancaster, Jr. was still in his vehicle, and also reported observing a muzzle flash and hearing the sound of a gunshot coming from the suspect’s direction.
Officer Hicksreturned fire, striking the suspect.
The suspect was pronounced dead at the scene. 
He had been identified as Raheen Alexander Alleyne, age 19 of Roanoke. 
Neither officer was injured.
The initial investigation revealed a firearm and one spent shell casing in close proximity of the suspect. 
Two shell casings were recovered of the same caliber of Officer Hicks’ department issued weapon. 
A cell phone was found on the deceased victim, which contained the phone number of a detective investigating the robbery. 
Officer Hicks and Officer Lancaster, Jr. are both K-9 officers, and both have been placed on administrative leave.
Officer Hicks was hired by the department in July of 2001.  Officer Lancaster, Jr. was hired by the department in July of 2003. 
The investigation into this incident is ongoing.

The Roanoke Police Department is investigating an officer involved shooting that occurred on December 15, 2009.  The incident occurred at approximately 7:30 p.m. in the 600 block of Westwood Boulevard.

While conducting a robbery and narcotics investigation, officers confronted a suspect who opened fire on them.  One officer returned fire, striking the suspect.  The suspect, described as an adult male, was pronounced dead at the scene.  The investigation into the incident is ongoing.  Both officers have been placed on administrative leave. 

A press conference will be held at 11 a.m. in the Community Room at the Roanoke Police Department.

There are not a lot of details tonight, after Roanoke Police are investigating an officer-involved shooting that happened around 7:30 p.m. in the 600 block of Westwood Boulevard.

Crime scene tape was put up outside Fairview Elementary School, but a police spokeswoman was not able to say if the shooting happened at the school.

One man who lives nearby says he heard three shots, but police could not confirm that at this point.  We’re also waiting to hear what led police to the area in the first place.

The victim is a man, but police say they are not able to say what his condition is, since they are working to notify his family.

WSLS has left messages with Roanoke City Schools to see whether the school would be open on Wednesday.  We have not heard back as of 10:30 p.m.

Roanoke City Police are investigating an officer involved shooting.

A police spokeswoman says the shooting happened in the 600 block of Westwood Boulevard Northwest, outside of Fairview Elementary School, around 7:30 p.m.

Police say an officer shot a man.  However, they would not say how many shots were fired, why the officer was there in the first place, or the name of the person shot.

More information as it becomes available, and a full update as we get it on WSLS at 11:00 p.m.

Thank you Brenda. To Officer Hicks, Thank you for all you have done. I truly respect you and I am grateful for what you do on a daily basis. To the families of the Victim. My thoughts and prayers are with you thru this extremely tough time. May be peace be with you.. Merry Christmas and God Bless you all..

To ClassAV—every person has a choice in life, whether or not that person had a silver spoon in his/her mouth is not an issue..there are kids that had that and decided to go to a life of drugs and crime..they have had the same consequence. Unfortunately my nephew who had all the opportunites in lfe, decided to try to be a gangster and hang with the wrong crowd, he is in jail now. ( where he belongs ) hopefully he will see where THOSE actions got him. He didn’t kill or try to kill anyone but did steal, his consequence is a couple years in jail and no contact with the family.  But, if he had tried to kill anyone, yes, I would agree that anyone should have put him out. If you decide on a life of crime it is like Russian Roulet, will THIS be the time that you get taken out… could be.. then again maybe not..but you always get your in the end. This guy just happened to get his at the young age of 19 ( possibly before he killed anyone ).

ClassAV, you have got to be kidding me….you actually wrote those things, and then posted them.
Police DO NOT shoot TO MAIM. It is against the law to intentionally maim someone. As I posted earlier, you shoot to STOP! not to kill or maim.
There is no “attorneys degree” and IF you are going to school, get a refund, because you have not learned ANYTHING!


And why does this have to come down to race? It was a guy who did some bad things, made some stupid choices, lived a lifestyle that lead to him pointing a gun at a cop…and he is dead because of it. Doesnt matter if he was white or black…he was stupid, and bought into a lifestyle that adds nothing to society, and causes pain and grief all around them.

As the wife of a local police officer, I freely admit I’m biased.  But to honestly believe that police are trained to “shoot to maim” is not only incorrect, but purely ignorant.  The problem with this young man is the problem with many of his kind in our area.  They’re used to never being held accountable for anything they do.  It’s always someone else’s fault – and in this case, Officer Hicks. 
What if he had killed the officer?  Would you be saying he should have only “shot to maim” him?  I doubt it.  Rest assured, Officer Hicks’ life has been turned upside down by this incident.  Everything move he made that night will be picked apart and scrutinized.  And as always in this situation, the victim turns into the accused.  Get your JD before you start prosecuting.

Hey bigsis78,  like your post too.  I’m not nor have I ever been a police officer, but the poster you responded to lacked alot…mainly common sense because who needs training to tell them you only shoot at a threat if someone is endangering your or another’s life and handle it accordingly? 

If that poaster was shooting at a raging bull coming at them…wonder if they’d be shooting at the legs? ;>)

A threat to one’s life is just that regardless of what warm-blooded being or creature is coming at them.  I intend on living.  Sorry for whoever makes a threat against that while I’m armed.

I’ll end your comment by simply saying “amen to that”.  Only thing is I am a big supporter of our law enforcement.  I know that too are highly frustrated as the laws on the books do not allow them to handle crime as it should be.

I am disgusted when i even think about how much of my own hardworking money i give to piece’s of crap. They should be drug tested ! Not me! However i dont think this shooting has anything to do with politics, i simply think that kid made a huge mistake and the consequences were paid with his life. I do not feel bad someone who robs someone or sells drugs or carries at a gun at 19 and is shot down by police for firing at them.Very poor choice on that kids part. He deserved what he got. Let him run up in my house and try to duct tape me. He’d be shot. just with a bigger gun. You people cannot get on here and bash the police for doing their jobs. I may not be their biggest fan, but we need them. Respect the people who help keep you alive. And if you want to argue how hard it is out there to survive. Get an education, GED is free. Work at McDonalds, purchase a cheap place to stay and progressively save money. Its not hard. swallow your pride. Quit acting like we owe you something or you deserve something!

I know nothing of the deceased personally.  However, from my background and life experiences I can say that someone who invades homes, deals drugs and shoots at police is lower than pond scum.  The fact that some can rationalize such behavior and question the actions of those chosen to defend all of us is very telling.
How in the world did we get to this point?  The answer won’t be popular to the mainstream media but its LIBERALISM!  Trillions upon trillions of dollars have been spent since the New Deal by misguided politicians to make themselves feel good about helping the “unfortunate” among us.  We have created a dependent class of welfare mothers, deadbeat dads and career criminals supported by your and my tax dollars.  Someone once said: “when you support poverty and failure, you get more of both”.
Unfortunately, the liberals are still at it with their determination to destroy the world’s best healthcare system and spending money we don’t have at the expense of untold future generations.  As Margaret Thatcher said: “the trouble with Socialism is that sooner or later you run out of other people’s money”. How’s that hope and change working for all of you?

Did you say Attorney’s Degree? That is hilarious.

No one is trained to maim someone with a gun. civilians, soldiers, police…no one is trained to shoot to maim. A gun is a DEADLY weapon. If you pull a gun then you must believe it is a life or death moment.

It is crazy that so many people think you can aim at a person’s arm while running, ducking, in the dark, while you fear for your life…thus the reason gun instructors train people to aim for center mass. People get hit in their arms and legs because of chance not because an officer aimed for it.

Also, an “attorney’s degree” in the United States is called a Juris Doctor. It is a professional doctorate…that must be part of the Spring Semester’s course work.

ClassAV- All of the officers I know are trained to shoot for center mass.

It appears that KJB4161 is either a former or current officer for the RCPD. I am quite certain, with their knowledge of policy & procedure,they are accurate. I do not know any officer, when put in that position, that would aim for an arm or leg. Can you provide a source for your info on this matter? I would like to read it.

To all of the officers who put on your uniform everyday, kiss your children and spouses goodbye, and protect us from harm, THANK YOU! Every day my officer makes it home I thank God. I will always support our brave officers.
