Special prosecutor named for Alfred Dowe investigation

  A Roanoke city judge appointed a special prosecutor in the Alfred Dowe investigation.

  Judge Jonathan Apgar named Buena Vista commonwealth’s attorney Christopher Russell as special prosecutor.

  Dowe resigned from Roanoke City Council last February after information surfaced he double billed the city and the commonwealth for traveling expenses.

  Russell’s appointment does not mean Dowe faces any charges in the case, only that Russell is essentially taking over the lead role investigating.

  A recent auditor’s report revealed Dowe paid back most of the money.

  The report also alleged Dowe did not provide much help in the audit.
