  I spent about half an hour this morning in the Wythe County circuit court clerk’s office looking over Doug Jaccard’s file on charges of abduction, taking indecent liberties with a minor, and possessing explosive materials.

  Here’s a short time line of what I found:  (all dates are 2008)

March 18:  Jaccard is arrested on the indecent liberties charge.  On Jaccard’s bail determination form (basically a guide the county magistrate uses to set a suspect’s bond) a deputy wrote Jaccard admitted in an interview he liked to dress as a woman.  It also quoted him as saying he visited a neighbor’s wife dressed as a female, and said “no one seemed bothered.  I can quit if it’s a problem.“

On the back page of the form a court official wrote Jaccard was “vehemently angry” at former Wythe County commonwealth’s attorney Keith Blankenship, and that he was “extremely paranoid of his neighbors and seemingly most people… angry!“

Jaccard later puts up his property and pick-up truck as collateral in order to post a $10,000 secured bond.  He’s ordered not to have any contact with minors or his neighbors.

March 20:  The Wythe County sheriff’s office executes a search warrant in connection with the case.  They found several materials they consider to be used to make explosives (which later results in the explosives charge), a knife, various shell casings, and other gun supplies.  They confiscate his computer and six VHS tapes.

September 3:  During a motion hearing set up by Wythe County commonwealth’s attorney Gerald Mabe, prosecutors request Jaccard’s bond be revoked because he has been bothering his neighbors.  Victim, Joe Bane, testifies at the hearing along with his wife Sharon.  Circuit Court judge Joey Showalter (also the former commonwealth’s attorney in Montgomery County) denies the motion, deciding to keep Jaccard free on bond, because the pre-trial services office did not request Jaccard’s bond be revoked.  Jaccard’s trial date is set for October 6.

Late September through Mid-October:  Jaccard’s formal trial is delayed.  Several motions are filed.  Mabe requests the trial happen as soon as possible in order to put the events behind the 14-year-old victim in the indecent liberties case.  Jaccard’s attorney files motions he hasn’t had enough time to review crucial evidence.  A new hearing date is set for December 17.

December 16:  Circuit court judge Joey Showalter issues a formal capias for Jaccard’s arrest, declaring him an imminent threat to society.  The capias is issued as a result of Jaccard being accused of murdering Joe Bane, shooting another neighbor in the arm, and shooting a Pulaski County sheriff’s deputy in the back.

The Pastor at the Riverview Church of God says evening services are cancelled, due to the manhunt and the command post for the investigation being stationed at the church.

A church member also tells us a church food bank that was scheduled for Tuesday and today (Wednesday) has been postponed.  It is not known when the food bank will be rescheduled.  The church usually holds the food bank once per month.

Wythe County Chief Deputy Keith Dunagan says search crews found items that they believe are Jaccard’s in the cave they searched, near the New River in Wythe County.  However, Dunagan believes the items had been there “for a while.“  Dunagan says Jaccard had been seen bringing and storing things in that specific cave before.

Pulaski County deputy J.A. Radcliffe has been released from the hospital.  Officers say Jaccard shot deputy Radcliffe in the back, but a bulletproof vest protected him.

A State Police helicopter has arrived.  The pilot says the weather is improving, and he hopes to go up in a little while.

The pilot plans to fly low to the ground, and use thermal imaging technology to find areas that are warmer than others.  The human body’s normal temperature is 98.6 degrees.

State Police are still patrolling the area around the New River by the Wythe County and Pulaski County line.  Investigators still believe Jaccard is in the area.

Wythe County Chief Deputy Keith Dunagan says officers are also searching cave near the New River in Wythe County.

Search crews are not able to use a helicopter due to the weather.  Officers also tell me the rain is hindering the scent dogs’ abilities to track Jaccard.

Investigators are being tight-lipped about the specific evidence/items they find, because they’re worried about potential pranksters listening on police scanners and watching the news.

Court records reveal Jaccard was arrested on charges of indecent liverties with a minor back on March 18th.

On the back of a bail determination form, a magistrate wrote about Jaccard’s anger toward his neighbors.

A motions hearing back on September 3rd tried to revoke Jaccard’s bail.  The man who was killed, Joseph Foster Bane, testifed at the hearing.  The judge denied the Commonwealth’s Attorney’s motion to revoke bail because pre-trial services had not made the request.

Dyer Road is back open.

I spoke with Margaret Edwards who lives in the neighborhood.  Margaret moved in in 1992, and said that she enjoyed living there until a year later, when she met Jaccard.

Edwards describes Jaccard as your friend one day, and worst enemy the next.  Margaret says she started living in fear back in 1993, after meeting Jaccard.

Edwards says she’s shocked over the shootings.  Margaret remembers hearing gunshots around 7:00 a.m. Tuesday, and thought it was hunters.  Edwards says that thought changed when she saw the lights from sheriff’s deputies’ cruisers.

Margaret tells me the only thing that makes her feel safe is the security system that she bought and installed because of Jaccard.

The Wythe County Sheriff’s Office says it is still in charge of the investigation into the search for Douglas Jaccard.

Officers began their search north of Jaccard’s home in Barren Springs, near the Wythe County/Pulaski County line.

Investigators tell us they found some other items Tuesday night, that they believe belong to Jaccard.  However, the investigators will not say what those items are.

Officers identified the second shooting victim as Jerry Covey.  He was the man who deputies say was shot in the arm.  Covey is at Roanoke Memorial Hospital.  Officers tell us Covey is doing fine, and family members are with him at the hospital.  He’s expected to have more surgery today.

Pulaski County Sheriff Jim Davis says deputy J.A. Radcliffe will leave Pulaski Community Hospital today, and depty Radcliffe will be off-duty for awhile.

Sheriff Davis says his deputies are heavily concentrated on back roads in the Draper area, that borders Wythe County.  The sheriff also sent deputies to the Delton area to search.

State Police tell 10 On Your Side the search dogs are back out this morning looking for Jaccard. Sgt. Conroy said a helicopter will also return to the scene to help in the search, weather permitting.

gslil47, thank you for having a brain. so many people think that we can all just live in harmony and get along if we all just destroyed our guns. unfortunately the criminals will still find a way to get guns. i certainly hope you get your chance. get rid of these nutjobs so the rest of us can live in peace.

Brenda I didn’t say let just anyone go look for him.  First of all I agree he shouldn’t have even been free but our court system let us down. And now an innocent man and his family have to live with that. Second anyone who might be of help to proper authorities needs to step forward.  Don’t think he is the only one is this area who is a war vet or trained to kill people.  I don’t think the police did a good job when they had him in sight and hid letting him get away to be able to harm other people who are not trained. Yeah they were being shot at but they had some protection and should have pursued faster and harder.  Now this idiot is loose armed and dangerous.  I hope someone shoots him before he does someone else.  I would love to shoot him myself and if he comes near me I will shoot him in self defense. I think alot of people would like to see him dead, not put in prison and cost us to keep his ### alive.

The Dublin Church of God is taking donations and they can be dropped off at the church. Also, you can call Dave Gravely at 577-4999 and he will arrange to have the items picked up.

Austin – 36 waist/32 length pants, large shirts and 10 ½ shoes.
Lexi – Size 3 in junior pants, medium shirts and 7 ½ shoes.

The Pulaski County High School Cheerleaders and the Cougar Basketball Boosters will be sponsoring a drop point/fund raiser for the Banes family this Saturday night. There will be a drop box at the Radford at Pulaski boys’ basketball game Saturday night at PCHS, as well as a place for monetary donations to help the family.

They will be raising money, clothing, and supplies to help the Bane family, who lost everything, get started again.

All due respect, LAST thing police need is a bunch of citizens sneaking around the woods with loaded weapons.  They are not trained and will only cause further hazard/danger to both themselves and the officers. 

People (like Jaccard’s brother) have been interviewed by police and certainly helped them learn his habits.  Not only that, don’t forget Jaccard is a war vet and more likely than not has serious issues he never dealt with from that.  Police aren’t just dealing with a mentally unstable person, but one with arms and surivial training similar to their own.  One who is angry and feels the need for revenge.  He’s ambushed the police once and fortunately didn’t kill any of them, but he did try.  Do you think it’s a good idea to let citizens go into that situation?  I don’t.

The heartless, thoughtless circuit judge who continued to allow this man to wander around freely and plan and execute his malicious plan should be held accountable for his actions. What amount of violent behaviour does it take to say a criminal needs to be locked up? This guy had a formidable record and showed no signs of regret or remorse for anything, and in fact, continued to show signs of aggression to the victems. If a citizen sat and watched him load the gun and aim but did nothing to stop, he would be considered an accessory and he would be charged accordingly. I see NO difference in what Mr. Showalter did. My prayers will remain with the family in the hopes that the murderer and anyone who assisted him in any way are brought to justice.

I think they need more people to look for him.  And possibly some with local knowledge of that area.  This sicko may have planned all of this and have supplies and a difficult place to locate him.

when will they learn. how many more innocent people have to die before they realize these criminals no longer have the same rights as the rest of us. change is coming, certainly not from any politician or individual who seeks only personal gain. the system is broken, but it will soon be mended. pray that the police find this man… the alternative is not so sunny.
