Blacksburg Police tell 10 On Your Side they pulled Luckett over after an officer saw him back into a dumpster and then drive away early Sunday morning.
This is his second DUI charge in a five year period. Luckett still had a revoked license from the first DUI charge.
Police say his blood alcohol level was 0.16. He is being held on a $2,500 unsecured bond.
If convicted of this second offense, Luckett faces a mandatory $500 fine and 20 days in jail, with jail time not to exceed one year.

Virginia Tech football Coach Frank Beamer announced Monday that receiver Zach Luckett is suspended indefinitely from the team because of a violation of team policy.
Luckett is a 6'3" 212 pound redshirt sophomore. He played in all 14 games last season, catching two passes for 15 yards and made 15 tackles on special teams.
Luckett was expected to start for the Hokies this fall.
Beamer would not offer anymore comments on the situation.
